In England, the Education Act 1996 and the most recent significant item of legislation with regard to the education of children with special educational needs - the Special Educational Needs and Disability Act 2001 - state that a child has special educational needs (SEN) ‘if he has a learning difficulty which calls for special educational provision to be made for him.
