In England, the Education Act 1996 and the most recent significant item of legislation with regard to the education of children with special educational needs - the Special Educational Needs and Disability Act 2001 - state that a child has special educational needs (SEN) ‘if he has a learning difficulty which calls for special educational provision to be made for him. A child …. includes any person under the age of 19 who is a registered pupil at a school’.
